Recognition of the Highland Rim Bicycle ClubSafe Cycling Program – October 2025

WHEREAS, the Highland Rim Bicycle Club has long been dedicated to promoting the joy, health benefits, and environmental advantages of cycling throughout our community; and

WHEREAS, the Club’s Safe Cycling community initiative exemplifies its commitment to the education, safety, and well-being of cyclists of all ages and skill levels; and

WHEREAS, as part of the Safe Cycling Program, the Club raised funds to purchase twenty-three (23) “3 FEET – IT’S THE LAW” road signs, provided through the Jeff Roth Cycling Foundation. Each sign is a 2-foot High Intensity Prism Refiective Aluminum sign that the City of Tullahoma will erect on designated roadways to help educate motorists and protect cyclists; and

WHEREAS, this initiative supports awareness of the leff Roth and Brian Brown Bicycle Protection Act, also known as the Tennessee 3 Foot Law, which requires motorists to leave a minimum of three (3) feet of clearance when passing a cyclist on public roadways. The law was enacted to improve safety and reduce collisions between vehicles and bicycles on Tennessee roads; and

WHEREAS, donors were also given the opportunity to dedicate their sign to an influential person in their lives, adding a meaningful personal touch to this important safety initiative; and

WHEREAS, through safety clinics, group rides, helmet fittings, and public awareness campaigns, the Highland Rim Bicycle Club Safe Cycling Program has encouraged responsible cycling practices, respect between cyclists and motorists, and the development of safe cycling infrastructure; and

WHEREAS, the dedication and leadership of the Highland Rim Bicycle Club contribute significantly to the quality of life, public health, and sustainability of our community.

NOW, THEREFORE, BE IT RESOLVED, that I, Lynn Sebour, Mayor of the City of Tullahoma, Tennessee, on behalf of the Board of Mayor and Aldermen, do hereby recognize and commend the Highland Rim Bicycle Club for its outstanding contributions to promoting bicycle safety, education, and community engagement and encourage all residents to join in celebrating the Club’s achievements and commitment to safe cycling for all.
